FAQ

Frequently Asked Questions

Quick answers to the most common MPCI questions.

Yes. MPCI filing is mandatory for all applicable containerized cargo shipments entering or transiting through UAE ports. Failure to comply may result in cargo not being loaded.

House Bills must be filed 24 hours before vessel loading and the Master BL 6 hours before load. Always check carrier advisories, as lines may require earlier submission.

Non-compliance can result in:

  • Do Not Load (DNL) status
  • Shipment delays
  • Cargo holds
  • Regulatory penalties
  • Additional storage and operational costs

Yes, that is correct. The Maritime Pre-load Cargo Information (MPCI) program applies exclusively to sea freight. Introduced by the UAE's National Advance Information Centre (NAIC), it is a strict pre-loading security requirement for containerized maritime shipments bound for or transiting through the UAE.

Depending on the shipment structure:

  • Shipping Lines
  • Freight Forwarders
  • Master Co-loaders
  • Sub Co-loader

Yes. A web portal is available for organizations that do not use the Newage ERP platform.

The Maritime Pre-load Cargo Information (MPCI) program for UAE businesses officially took effect on July 31, 2025. However, the National Advance Information Center (NAIC) provided a grace period, and full compulsory enforcement — including penalties for non-compliance — applies starting June 30, 2026.
