Article brief
UAE e-invoicing is coming, and the go-live date is getting closer every day. Freight forwarders, for the most part, understand this, but many don’t realize what the PEPPOL 5-corner model demands or how it differs from the digital invoicing they already do. Starting in January 2027, sending an invoice will no longer cut it. The UAE e-invoicing framework requires structured XML invoices to be created, validated, and transmitted through accredited channels so the Federal Tax Authority receives each transaction in real time.
The timeline for getting an accredited service provider (ASP) has been pushed back from July 31 to October 31, 2026, giving businesses more time on that front, but the Minister of Finance has made it clear there would be no more extensions, least of all to the January 1, 2027, timeline. This article covers the requirements of UAE e-invoicing for freight forwarders, how the 5-corner model works, and what to do before the mandate takes effect.
To comply with the UAE’s new e-invoicing mandate, all invoices must use the PINT AE standard, a UAE-specific adaptation of the Peppol International Invoice format built on UBL 2.1 XML. These invoices specifically cover business-to-business (B2B) and business-to-government (B2G) transactions. All value-added taxes (VAT), credit notes, and debit notes also fall within the scope of the requirement. And each invoice must include the parameters defined by the FTA Data Dictionary and must feature the business’ tax identification number as the participant identifier.
Following amendments to the original schedule under Ministerial Decision No. 66 of 2026, the UAE government announced the e-invoicing legislation in Q2 2025, and commenced the mandatory electronic invoicing with a pilot phase on July 1, 2026, for voluntary participants. Large businesses with revenue of AED 50 million or more must appoint an ASP by October 30, 2026, and must go live with electronic invoicing from January 1, 2027. Small businesses must appoint an ASP by March 31, 2027, and go live by July 1, 2027. Government entities will follow next on October 1, 2027.
Beyond the general complexity of invoicing, logistics companies and freight forwarders require specialized billing processes beyond the standard B2B invoice. Freight invoices include multiple currency amounts, including customs fees, fuel surcharge charges, detention/demurrage charges, and accessorials, all of which must be captured in a structured format. To do that, you need a system that understands freight billing.
The 5-corner model makes the Federal Tax Authority the fifth player in each transaction for all invoices exchanged, giving the federal government the ability to monitor all business activity in real time. In a traditional four-player model, an invoice moves from the seller to their service provider, then over a network to the buyer’s service provider, and finally to the buyer. The UAE’s 5-corner e-invoicing model keeps that flow, but unlike traditional invoicing, adds the FTA as a corner to which every invoice in transit is submitted and validated. This is what the PEPPOL (Pan-European Public Procurement Online) framework calls decentralized continuous transaction control, adapted to local tax and regulatory requirements.
Buyers and sellers use their accredited service providers to pass on invoices as they would in a traditional business-to-business payment; however, the Federal Tax Authority can see the information and run automatic validations as soon as the invoice leaves the seller’s accredited service provider. Accredited service providers are key in this e-invoicing process because they convert an invoice into PINT AE format and, within the PEPPOL framework, validate and transmit invoices through PEPPOL Access Points, with structured invoice data moving through the network rather than as document attachments. They also validate the invoice using FTA rule sets and maintain all technical connections with freight forwarders, since those typically do not exist.
Freight forwarders cannot file directly with the FTA, only through their ASP.
Before the mandate goes live, there are three things every freight forwarder must have in place:
Freight forwarders have until October 30, 2026, to appoint an ASP, making it the most time-sensitive of the three. With the go-live date unchanged at January 1, 2027, the development/implementation timeframe shrank from five months to about two months, putting pressure on finance teams to complete onboarding, testing, and validation quickly, meaning freight forwarders participating in the initial phase should promptly identify and engage a qualified ASP. Accredited service providers are part of the compliance infrastructure needed for tax compliance and ensuring compliance before go-live.
Freight forwarders need a freight management system or freight forwarding software that can generate invoices in PINT AE XML format. Specifically, the freight management system must generate structured data fields rather than a formatted document. Furthermore, each generated invoice must include all mandatory parameters defined in the FTA Data Dictionary as data elements.
As a general rule, multi-currency invoices are common across the logistics sector, especially among supply chain businesses handling international shipments where costs may be incurred in multiple currencies, including AED, USD, and EUR, on the same invoice. With the e-invoice, VAT invoices should present customs fees, fuel surcharge amounts, and accessorials as individual line items within the wider invoicing process rather than as a single entry. Additionally, credit note and debit note workflows require configuration to support the new invoicing format.
NewageNXT is one of the e-invoicing solutions built for UAE businesses and businesses operating in the logistics sector, already creating and sending compliant e-invoice submissions in the United Arab Emirates using the PEPPOL Network. As a registered PEPPOL ASP, freight forwarders already using NewageNXT don’t need to look for another ASP for their e-invoicing. NewageNXT is the ASP.
When your finance team uses the NewageNXT platform to generate invoices from signed-off shipment charges, the platform automatically creates a formatted PINT AE file based on the shipment charge data, with support for supply chain management while giving stronger financial visibility over invoice status. The platform then transmits this PINT AE file via the PEPPOL network and tracks all submission attempts, including retries and errors.
Faster validation can shorten payment cycles and improve cash flow. The key benefits include lower invoice processing costs, better financial visibility, smoother billing operations; and reduced invoice processing costs. Additionally, NewageNXT has built-in functionality to apply UAE VAT rules automatically and captures multi-currency transactions, credit notes, debit notes, customs fees, and freight-specific accessorials in the same structure required by the Federal Tax Authority.
In addition to filing compliant e-invoices in the UAE, NewageNXT files compliant e-invoices in five additional countries: India via the Government GST Portal, Argentina, Mexico, Chile, and Colombia via GoSocket. Tax mapping is live in at least eight countries, which helps with tax regulations across multiple markets while maintaining compliance for UAE businesses. Saudi Arabia (ZATCA), as well as Brazil and Peru, are on our roadmap. Get a demo today to get started.
Yes. Newage operates as a registered PEPPOL access point provider, so freight forwarders on NewageNXT don’t need to appoint a separate third-party ASP for UAE e-invoicing. NewageNXT uses PEPPOL access points to validate and transmit invoices through the network, generates invoices in PINT AE format, and logs every submission. Confirm current accreditation status with the Newage team.
PDF invoices, Word files, scans, and emailed invoices won’t qualify as compliant e-invoices under the UAE model once the mandate takes effect for your phase. Those files are part of traditional invoicing, while the e-invoicing process requires structured machine-readable data. During the transition period, your system must generate structured XML invoices for all B2B and B2G transactions. The mandate currently excludes B2C transactions.
The PINT AE standard supports multi-currency invoicing. Each line item, whether it’s a freight charge in USD, a customs fee in AED, or an accessorial in another currency, is captured as a separate structured data field. NewageNXT’s country-aware tax engine handles the currency, tax, and format requirements per the FTA Data Dictionary.
The pilot phase that opened on July 1, 2026, is voluntary. Mandatory e-invoicing starts January 1, 2027, for businesses with annual revenue of AED 50 million or more. If your business falls into that group, you must appoint an ASP by October 30, 2026, regardless of whether you participated in the pilot.
